"SAVING THE 
OZONE LAYER:  GUIDELINES FOR UNITED
NATIONS OFFICES"

April 
1997 - "Saving the Ozone Layer:  Guidelines for the United 
Nations
offices" has just been published by the United 
Nations Environment
Programme (UNEP), in response to 
Governing Council decision 18/10  at
its 18th meeting, "to 
promote good environmental housekeeping within the
United 
Nations system".

These guidelines describe practical steps 
to phase out the use of ozone-
depleting substances on United 
Nations premises.  They are aimed at
assisting United Nations 
Office managers responsible for planning,
purchasing and 
maintenance of refrigeration and other equipment that
contains chlorofluorocarbons (CFCs) and other ozone-depleting 
substances
(ODS), decide on how to best formulate and 
implement a phase-out action
plan through retrofit and 
conversion, minimize the loss of ODS during
phase out and 
ensure that new equipment purchased is ODS-free.  Each
step 
is also illustrated by examples based on activities that have 
already
taken place in the United Nations complex in Nairobi 
to phase out ODS. 
Easy to reproduce checklists for each 
stage is also provided for easy
reference.

Although the 
guidelines are written with UN offices in mind, in practice
they are applicable to any office-type building or 
organization and other
groups interested in the issue of 
ozone depletion who want to get ideas on
how to initiate 
individual phase-out efforts.

The publication of this 
document is even more relevant considering the
deadlines for 
ODS phase out that are fast approaching especially for
developing countries.  As many United Nations offices are 
located in these
countries, these guidelines are certainly 
important in light of the first
control measure for 
developing countries which is the freeze in production
and 
consumption of CFCs by 1 July 1999.

This document is in the 
public domain, and UNEP IE encourages you to
reproduce it and 
distribute it to others who seek ODS phase-out solutions. 
Anyone may reproduce and distribute this document, as long as
