SADC FORGES ON WITH PLANS TO CREATE A FREE TRADE AREA
The Southern African Development Community (SADC) would forge ahead
with plans to establish a free trade area despite criticism from some
international economists, executive secretary Kaire Mbuende said.
Last week, Jeffrey Herbst, an economist with Princeton University in
the United States, said the SADC should switch its focus from the free
trade area to boosting infrastructure and harmonising economic
policies and regulations. He said trade in the region was unlikely to
play a major part in member states' economies because the market was
too small.
According to Mbuende there is a need for a free trade for movement of
goods freely in the region. He also said that it was believed the
region was seen as having a small market because it had not been
integrated. The establishment of the free trade area within eight
years was expected to create a huge market for the region with a
population of 150-million and a combined gross domestic product of
$170 billion.
DEVELOPMENT BANK OF SOUTHERN AFRICA (DBSA) LOANS 1996/7
The DBSA announced on 29 July 1997 that it had disbursed a record R1,4
billion of loans during the 1996/97 financial year. New investment
loans of R2,2 billion were approved for 102 infrastructure programmes
and projects. This was up from last year's R1,6 billion. Lending was
concentrated on funding the provision of infrastructure. The majority
went to bulk electricity supply, while local government institutions
and public utilities were the largest borrowers, followed by Southern
African Development Community countries. According to the Bank the
performance of the loan book remained satisfactory, with a default
rate of below 1 percent.
SAPES TRUST ESTABLISHES NEW CONSULTANCY DIVISION
The Southern Africa Political Economy Series (SAPES) Trust in Harare,
Zimbabwe, has announced the establishment of new consultancy division.
The aim of the consultancy division will be to undertake
projects/assignments within the SADC region on public development
issues. Core services will be provided in six areas, namely economic
development, social development, political development, environmental
development, gender development and human resource development.
This service will be made available to governments, NGOs, development
agencies in the region and regional organisations such as COMESA and
SADC.

NELSON MANDELA CHILDREN'S FUND (NMCF) RECEIVES WORLDWIDE RECOGNITION
The NMCF, which now stands at R50 million, has gained worldwide
recognition since its formation two years ago, and people are still
trying to get on board as trustees or members of the prestigious
President's Club. At the NMCF's presentation of its annual general
meeting report at the presidential guesthouse in Pretoria on 25 July
1997, top South African businessmen and socialites attended.
The President's Club consists of those who donate R150 000 a year or
more for five years. It includes computer magnate Bill Gates,
American actor Denzil Washington and supermodel Naomi Campbell.
President Mandela gave the fund a boost of R150 000 and pushed it to
R50 million when he presented a cheque to NMCF Executive Trustee
Jeremy Ractliffe.
Grants for the past financial year totalled R7,536 million, a
five-fold increase on 1996, and exceeded the prediction of R5,4
million. Initiatives which the NMCF has planned this year include and
ongoing contribution to the Ekuseni Centre, toy trolleys for nursery
schools and creches in need, providing for AIDS/HIV orphans, and the
Zenzele project.

SADC FOOD SECURITY SECTOR COMPLETES REGIONAL STRATEGY FRAMEWORK
Following a major regional conference held from 3-6 March 1997 in
Harare, Zimbabwe, the SADC Food Security Sector has finalised a
regional strategy framework for food security. The objectives of the
conference were to obtain a consensus around the key food security
issues for the region and the strategies required to address those
issues. Particular attention was given to the areas of training,
policy analysis, developing a strategic approach, ensuring gender
sensitivity in the programme and developing a capacity to communicate
with and influence the much wider constituency.

NBI GUIDE AIMED AT BOOSTING DELIVERY OF LOW-COST HOUSING
The National Business Initiative (NBI) has assisted the Department of
Housing to produce a comprehensive guide aimed at accelerating the
delivery of low-cost housing in South Africa. "The Housing Project
Programming Guide" should be a welcome tool for all those concerned by
the endemic delays which currently bedevil low-cost housing projects,
from communities to contractors and civil servants.

NATIONAL ACTION COUNCIL (NAC) FOR YOUTH DEVELOPMENT LAUNCHED
The NAC for youth development was launched in Johannesburg on 30 July
1997 with a view to bringing issues concerning the South African youth
to the Government's attention. NAC Youth Development Trust fund
spokesman Alan Campbell said the core objective of the council was to
raise the profile of youth issues to the highest levels of the
Government, commerce and the media.

Welcome to e-PRODDER-mail - a weekly e mail development information
service compiled by the Programme for Development Research (PRODDER)
at the Human Sciences Research Council (HSRC), in partnership with the
South African National NGO Coalition.
PRODDER is a Southern African development information medium which
collects and disseminates information on all Southern African
development issues and roleplayers. It is PRODDER's mission to
provide an appropriate, comprehensive and dynamic development
information service to people and organisations. To this end PRODDER
utilises various mediums in collecting and disseminating development
information.
The South African National NGO Coalition is working for people-centred
development, participatory democracy and a strong voluntary sector.
It seeks to foster an enabling environment for NGOs in interactions
with government, business and donors, to provide a forum for
information sharing and advocacy, to facilitate international
networking, to ensure that members observe the obligations laid down
by the Coalition, to create an enabling legislative and structural
environment for NGOs, to rebuild the human resources of the NGO sector
and to reduce operating costs and develop the financial sustainability
of the NGO sector.
The main objective of the e-PRODDER-mail service is to inform the
Southern African development community of important and interesting
events and initiatives in the development field. This service is
provided free of charge every Monday to any interested individual or
organisation with an e-mail number. Those interested in becoming e-
PRODDER-mail subscribers will be added to the list on request.
The e-PRODDER-mail service covers the following categories of
information:

Conferences/workshops/meetings
Exhibitions and fairs
Training courses
Vacancies in the development field
New publications
Internet news and websites
Research
PRODDER activities
Subscribers are welcome to submit information and comments based on
these categories for inclusion in future editions. This information
