SOUTHERN AFRICA

SOUTH AFRICA PROPOSES FUND FOR FREE TRADE DEAL FALLOUT

South Africa has proposed that a fund be set up to compensate workers
in the Southern African Development Community (SADC) who have lost
their jobs as a result of a free trade agreement with the European
Union (EU), as well as to provide investment where businesses have
been closed.

However, the confrontation between Trade and Industry Minister Alec
Erwin and the EU over agricultural exclusions to the accord could
delay talks on compensation.  South Africa envisaged a fund to assist
in the retraining of workers who lost their jobs and to provide
investment for new industries where old ones were driven out of
business.

EU sources have said that discussions on development funding will be
pursued once the South African position has been tabled.  The next set
of technical discussion is set for next week in Brussels.

REGIONAL MASTERS IN POLICY STUDIES

A course on Regional Masters in Policy Studies is offered jointly by
the Universities of Dar-es-Salaam, Fort Hare and Zimbabwe.  The course
offers a unique and practical regional learning experience, preparing
candidates for facing the challenges confronting Southern Africa in
the 21st century.

Core courses (mandatory):  Policy-Making, Regional Integration and
Co-operation, Economic Theory and Development Planning, Gender Issues
in Policy-making.

Electives (select):  Economic Policy, Environmental Policy,
International Relations, Politics and Governance, Social Policy.

Participants will be required to submit a 25 000-word policy project
to be completed within six months of obtaining five course credits. 
In order to be accepted, applicants must have a first degree and at
least three year's relevant experience in government or related
management field, at the level or equivalent to that of Deputy
Director or above, and a working knowledge of English, which is the
language of instruction for the course.

MEPC is an autonomous policy centre which seeks to improve the quality
of life of all South Africans through the optimal contribution of
mineral and energy resources.  As an independent organisation the MEPC
works with all stakeholders in an atmosphere of mutual respect to
achieve a balanced debate on the transformation of the minerals
policy.

The organisation is seeking to employ a Director to steer and grow the
organisation. The successful candidate will have a post graduate
degree, ideally a masters or higher, strong management experience,

biological idiom on which they are conducted suggests that they are. 
This report demonstrated the fluidity of kinship and its significance
as a cultural resource for giving meaning to, and reinforcing,

Khayelitsha during the early 1990s.

MEDUNSA Organisation for Disabled Entrepreneurs (MODE).

MODE is requesting all managers of Entrepreneurship Development
programmes for disadvantaged groups in Southern Africa for
information.  For research purposes, information is needed with
respect to what model/framework presently is being used and what
processes/activities other programmes comprise of.

The thrust of this "model evaluation" research is to determine what
capacity building, training processes, empowerment and aftercare
services are essential for disadvantaged individuals and that need to
be included in Entrepreneurship Development programmes that will
ensure future sustainability of self-owned SMME operations.

All organisations involved in this field are requested to share their
experiences with MODE.

Welcome to e-PRODDER-mail - a weekly e mail development information
service compiled by the Programme for Development Research (PRODDER)
at the Human Sciences Research Council (HSRC), in partnership with the
South African National NGO Coalition.

PRODDER is a Southern African development information medium which
collects and disseminates information on all Southern African
development issues and roleplayers.  It is PRODDER's mission to
provide an appropriate, comprehensive and dynamic development
information service to people and organisations.  To this end PRODDER
utilises various mediums in collecting and disseminating development
information. 

The South African National NGO Coalition is working for people-centred
development, participatory democracy and a strong voluntary sector. 
It seeks to foster an enabling environment for NGOs in interactions
with government, business and donors, to provide a forum for
information sharing and advocacy, to facilitate international
networking, to ensure that members observe the obligations laid down
by the Coalition, to create an enabling legislative and structural
environment for NGOs, to rebuild the human resources of the NGO sector
and to reduce operating costs and develop the financial sustainability
of the NGO sector.

The main objective of the e-PRODDER-mail service is to inform the
Southern African development community of important and interesting
events and initiatives in the development field.  This service is
provided free of charge every Monday to any interested individual or
organisation with an e mail number.  Those interested in becoming e
PRODDER mail subscribers will be added to the list on request. 

The e-PRODDER-mail service covers the following categories of
information:

   General development news
   Conferences/workshops/meetings
   Exhibitions and fairs
   Training courses
   Vacancies in the development field
   New publications
   Internet news and websites 
   Research
   PRODDER activities

Subscribers are welcome to submit information and comments based on
