SOUTHERN AFRICA

INFOTERRA NATIONAL WORKSHOP

The Third Infoterra National Workshop was held in Gaborone, Botswana,
from 12-13 August 1997.  Participants were drawn from government,
universities, national environmental institutions, donor agencies,
United Nations and other international organisations.  The objective
of the workshop was to launch the Botswana National Environmental
Information Network, known as BEINET.  The network will be operated by
the Botswana Infoterra national focal point (NFP), located in the
Department of Town and Regional Planning and work in close
collaboration with the National Conservation Strategy Coordinating
Agency.

D.  TRAINING COURSES


CENTRE FOR DEVELOPMENT COMMUNICATIONS

MA/PG Diploma in Theatre for Development.

The Centre for Development Communications at King Alfred's University
College in the United Kingdom presents this one year full-time
diploma.  The programme is designed to train facilitators in using
theatre as a tool for development and as a process of development
itself.  Semester 1 involves workshops on Theatre for Development,
Development Issues and Research Techniques.  Semester 2 involves a
major field-work project in small group anywhere in the world.  A
project critique and dissertation are also offered.  The fees are 6000
pounds sterling.

ENERGY AND DEVELOPMENT RESEARCH CENTRE (EDRC)

Masters Degree in Energy and Development.

Applications are invited for registration towards a Masters degree in
Energy and Development.  This is an 18 24 month programme, combining
taught courses with a research dissertation.  Students will be
expected to attend three courses in the following subjects, namely
introduction to energy policy (an introduction to the energy sector
and energy policy issues - the course includes research methodologies
and skills training), energy markets and governance (a study of energy
markets, their operation, failure and regulation and an application to
case studies and energy environment linkages) and energy, poverty and
development (an analysis of the relationships between energy, poverty,
education, water and development in the South African context).

In addition, students will be required to undertake a self study
module on a policy research project or to undertake Masters level
courses in other departments.  Lastly, students' research
dissertations should be submitted 6 9 months after completion of
coursework.  Part time registration is possible, but students should
be able to be present at the university for the duration of the 6 8
week coursework modules.  Other study options include Masters by
dissertation only (i.e. no coursework), as well as doctoral (PhD)
registration.

The Energy and Development Research Centre (EDRC), based at the
University of Cape Town (UCT), is one of South Africa's leading
institutions involved in energy and development policy research,
employing about 25 people from a variety of disciplinary backgrounds. 
Bursaries are available for application from EDRC.

CENTRE FOR ADULT AND CONTINUING EDUCATION (CACE)

Shirley Walters, 1997.  Globalization, Adult Education and Training:
Impacts and Issues.  R99,00.

This publication is concerned with the role of adult education and
training within a context of globalisation.  It takes a look at how
adult education and training is being shaped by the restructuring of
the economic, political, cultural and social life around the globe and
what the response to this new pressure is.  It attempts to address
some of these questions from the eyes of both practitioners and
academics and it opens up debates and discussion in order to engage
and stimulate practitioners interest, without claiming to grasp all
the implications of given final answers. Chapters have been grouped
under four headings to illustrate issues and concerns that manifest in
different sites of practice, namely The Impact of Globalization on
Adult Education and Training, Adult Education and Training Strategies,
Participation, Problems and Possibilities, and Life-long Learning
Reconsidered.  A strong theme that runs through the publication is the
argument that for the majority to benefit the drive must come from an
approach to economic and social development which recognises the
connection between society and the economy, where human values - not
human capital - predominate.  It also looks at the concept of learning
throughout life as one of the keys to the next century, and draws
attention to all the ways in which adults learn at different points in
their lives outside recognised educational institutions

Welcome to e-PRODDER-mail - a weekly e-mail development information
service compiled by the Programme for Development Research (PRODDER)
at the Human Sciences Research Council (HSRC), in partnership with the
South African National NGO Coalition.

PRODDER is a Southern African development information medium which
collects and disseminates information on all Southern African
development issues and roleplayers.  It is PRODDER's mission to
provide an appropriate, comprehensive and dynamic development
information service to people and organisations.  To this end PRODDER
utilises various mediums in collecting and disseminating development
information. 

The South African National NGO Coalition is working for people-centred
development, participatory democracy and a strong voluntary sector. 
It seeks to foster an enabling environment for NGOs in interactions
with government, business and donors, to provide a forum for
information sharing and advocacy, to facilitate international
networking, to ensure that members observe the obligations laid down
by the Coalition, to create an enabling legislative and structural
environment for NGOs, to rebuild the human resources of the NGO sector
and to reduce operating costs and develop the financial sustainability
of the NGO sector.

The main objective of the e-PRODDER-mail service is to inform the
Southern African development community of important and interesting
events and initiatives in the development field.  This service is
provided free of charge every Monday to any interested individual or
organisation with an e mail address.  Those interested in becoming e
PRODDER mail subscribers will be added to the list on request. 

The e-PRODDER-mail service covers the following categories of
