COMMUNITY BASED NATURAL RESOURCE MANAGEMENT SPECIALIST

The United Nations Environment Programme (UNEP) has identified IUCN
- The
World Conservation Union as a partner organization in implementing
an
EC-funded and UNEP-implemented project on environmental capacity
and
institutional building for the Afghanistan Ministry of Irrigation,
Water
Resources and Environment.  Besides general assistance to the
project, IUCN
will be specifically responsible for implementing the sub-national
environmental affairs component of the project.

IUCN Asia is looking for a high calibre professional for the
above-mentioned
position.  The responsibilities for this position include preparing
an
inventory of the existing provincial and district level
environmental
priorities, recognized laws and capacities, including human
resources,
equipment, and access to information, conducting a feasibility
study on
options for community-based natural resource management (CBNRM),
and on ways
to implement national environmental policy at the provincial and
district
levels; and selecting three districts suitable for CBNRM projects.
The
position will also contribute to discussions on the development of
national
environmental policy and law, and will provide technical advice to
the other
components of the UNEP Capacity Building Programme on an as needed
basis.

A Master's or doctorate in Natural Resource Management or related
subjects,
with 10-15 years of experience in CBNRM at policy and field level,
preferably in Asia is desirable.  Work experience in NRM-related
capacity
building and donor-funded projects in post-conflict situations is a
definite
advantage.  Ability to speak Dari and/or Pushto is an asset.    

The position will be for a period of one year and will be based in
Kabul,
with the possibility of further extension for a year.  The position
will
report directly to the UNEP Programme Manager in Kabul, with a
secondary
line of communication to the IUCN Asia Office. This position starts
in
February 2004.
