Dear civil society colleague

      I am pleased to invite you to the United Nations Environment
Programme's (UNEP) Asia-Pacific Regional Preparatory Meeting for the 6th
Global Civil Society Forum (GCSF) to be held November 20-21, 2004 in
Bangkok, Thailand.

      This Forum is one of six regional fora organized by UNEP to prepare
for the 6th GCSF which will be held 19-20 February 2005 back-to-back with
the Twenty-third Session of the Governing Council/Global Ministerial
Environmental Forum (GC23/GMEF), 21-25 February 2005, Nairobi, Kenya.

      The Regional Preparatory Meeting provides a unique opportunity for
civil society to provide their views on international environmental
governance and on the definition of UNEP's work programme for the biennium
2006-07, to be determined during the GC23/GMEF.

      The direct outcomes of this Regional Preparatory Meeting will be two
fold: first, the elaboration of a regional statement on UNEP's Programme of
Work (including budget) and on international environment governance; and
second the election of four regional civil society representatives to
participante in the 6th GCSF.

      You will find attached the provisional agenda of the Regional
Preparatory Meeting. The issues at stake are complex and have great
importance. For those reasons, we have decided that the two-day meeting
will be divided into two parts:  a session on capacity building for civil
society and a session on the substantive discussion on the GC23/GMEF
agenda.

      The meeting is being held in association with the 2nd Asian Civil
Society Forum, organised by the Conference of Non-Governmental
Organisations in Consultative Relationship with the United Nations (CONGO),
which will take place from Nov 21-24 in Bangkok. The IUCN's World
Conservation Congress is also being held in Bangkok from November 17-25, so
we expect that many civil society representatives will be here at this time
and will be interested in attending a number of these important meetings.

      Through an arrangement with CONGO, UNEP is able to provide travel
funding to about 30 international participants from within Asia Pacific. If
you wish to apply for funding support to attend the Regional Preparatory
Meeting and the Asian Civil Society Forum, you will need to complete the
attached form, and return it to CONGO by October 10.
