Seeks A New Director of IUCN Environmental Law Programs

	   IUCN, also known as The World Conservation Union, seeks candidates
for the head of IUCN's Environmental Law programs, posted at IUCN's
Environmental Law Center in Bonn, Germany.

	   Established in 1948, IUCN is an international organization that
brings together States, government agencies and a diverse range of
non-governmental organizations in a unique world partnership; some 900
members in all, spread across 138 countries.  IUCN has at present some
900 staff located in 42 countries. The IUCN Environmental Law Program is
the oldest international law program, having been launched in 1962. It
serves the mission of IUCN, which is to influence, encourage and assist
societies throughout the world to conserve the integrity and diversity
of nature and to ensure that any use of natural resources is equitable

VACANCY ANNOUNCEMENT
HEAD - ENVIRONMENTAL LAW PROGRAMME
 
Duty Station:	IUCN Environmental Law Center (ELC), Bonn, Germany
Reporting to:	IUCN Global Program Director, on a day-to-day basis, and
the IUCN Director General
 
The IUCN Environmental Law Program (ELP) operated under the IUCN Program
adopted by the World Conservation Congress, and has four concentrations: 

 *	Conceptual development - advancing theoretical and practical
innovations in 	international and national environmental law and linked
policy areas, within the context of sustainable development;
 *	Technical assistance - supporting developing countries and countries
in economic transition in maximizing the use of legal tools for
achieving sustainable development; 
 *	Capacity building - providing specialized training for government
officials, members of the judiciary, members of the bar, and legal
educators, with a focus on developing regional and national centers of
excellence;
 *	Legal  Reference Information - facilitating greater worldwide access
to legal information in the environmental field.
 
The ELP is carried out by the IUCN Commission on Environmental Law (CEL)
and the Environmental Law Center (ELC), in collaboration at the regional
and national levels with IUCN Regional and Country Offices (RCOs).  CEL,
one of six IUCN Commissions, is a global volunteer network of over 400
experts in all aspects of environmental law.  It is organized
geographically, according to IUCN's eight regions.  The executive body
of CEL is an 11-member Steering Committee on which each of the eight
regions is represented by a Vice Chair.  The ELC, an out-posted unit of
IUCN Headquarters,  with 20 professional and support staff, is the IUCN
focal point coordinating ELP activities.
 
 Duties:

    The Head of the ELP has overall responsibility for administering the
Program on a day-to-day basis.  This overall responsibility is
subdivided into two principal  categories;  policy and program and
operations.  At the policy and program level, the Head of the ELP
provides the leadership necessary to marshal the resources of the
ELP to serve IUCN's overall program requirements and to advance the
field of environmental law generally.  At the operational level, s/he
directs ELC operations, ensuring that CEL is assisted in  carrying out
its mandate. All duties require and are carried out in continual
coordination with the CEL Steering Committee, with other
IUCN technical programs and with IUCN RCOs.
 
 
	Policy and Programmatic Duties:

	*	Serve as the principal staff adviser on environmental law to the
Director General of IUCN; 
	*	Promote within IUCN the role of environmental law as a crosscutting
discipline, coordinating ELP input into IUCN's overall program; 
	*	Promote and support the process of strengthening the ELP in IUCN's
regions around the world; 
	*	Identify and develop opportunities for cooperation with IUCN members
and partner organizations specializing in the field of environmental
law;
	*	Coordinate ELP contributions to IUCN policy, as well as ELP
representation in international and regional fora.

 	Operational Duties:

	 *	Coordinate the preparation of triennial and annual programs and
workplaces in accordance with the priorities established by the overall
IUCN Program and the ELP Strategic Plan;
	 *	Secure the financial support required to carry out the ELP,
developing and maintaining relations with the donor community, in close
coordination with IUCN Headquarters;
	 *	Coordinate support required by CEL to fulfil its role in
implementing the ELP;
	 *	Supervise development and execution of annual ELC staff workplans to
implement the ELP, including support for activities initiated by CEL and
RCOs;
	 *	Coordinate substantive and logistical support for regular meetings
of the CEL Steering Committee;
	 *	Maintain regular, cordial and effective communication with IUCN
partner organizations in Germany, particularly those located in the same
building with the ELC, including the organization providing
administrative services to the ELC;	 
	 *        Supervise and coordinate substantive and financial reporting
to IUCN Headquarters and to donors; 
	*	Oversee administration of the ELC, including general office
management, human resources management and financial planning and
management.
 
Qualifications

 *	Postgraduate/advanced degree in law;
 *	At least 10 years' experience in the field of both national and
international environmental law, preferably combining academic with
practical experience.  Work experience in developing countries is
Desirable;
 *	Extensive knowledge of legal issues in conservation and  sustainable
development and an understanding of the global and  inter-regional
relationships among these issues;
*	Experience in  managing legal programs, preferably at international
level;
*	Demonstrated ability to motivate and manage a multi-cultural  staff;
*	Demonstrated ability to motivate a volunteer network and  channel its
resources; 
*	proven representational and negotiating skills;
*	Fluency in English and preferably in one or both of IUCN's other
official languages (French and Spanish); 
*         Willingness to travel internationally.

Salary: Commensurate with experience
