JOB ANNOUNCEMENT
POSITION TITLE: Director, Kentucky State Nature Preserves Commission
LOCATION: Frankfort, Kentucky
MISSION STATEMENT: It is the mission of the Kentucky State Nature =
Preserves Commission to protect Kentucky's natural heritage by: (1) =
identifying, acquiring, and managing natural areas that represent the =
best known occurrences of rare native species, natural communities, and =
significant natural features in a statewide nature preserve system; (2) =
working with others to protect biological diversity; and (3) educating =
Kentuckians as to the value and purpose of nature preserves and =
biodiversity conservation.
POSITION DESCRIPTION: The Director of the Commission is a non-merit =
employee who serves at the pleasure of the five-member Commission. The =
five members are appointed by the Governor and establish the broad =
policy of the agency. The Director is responsible for administering =
this policy and for setting programmatic goals. The Director is =
responsible for all personnel actions, assigning work, planning, and =
managing staff. The Commission presently has 22 full-time employees =
and additional seasonal staff.
The Director is responsible for developing, lobbying for, obtaining, =
and administering the agency's budget. Additionally, the Director must =
identify potential sources of grant money and solicit and administer =
grants and contracts from private, state, and federal sources. The =
1998-99 operating budget of the Commission is approximately $1,500,000; =
the land acquisition budget is approximately $400,000. The Director is =
responsible for the overall direction of the Kentucky Natural Heritage =
Program, a multifaceted data management system designed to track =
information on flora, fauna, and natural areas and specialized programs =
for the conservation of these elements of the state's biodiversity. =
The Director is also responsible for the overall direction of the of 38 =
state nature preserves encompassing approximately 13,715 acres and 47 =
registered natural areas. The Director must be able to work =
effectively with staff, commissioners, the legislature, state and =
federal officials, professional biologists and other scientists, and =
private citizens.
MINIMUM QUALIFICATIONS: A demonstrated commitment to the protection =
and conservation of Kentucky's natural heritage is essential. =
Graduation from a recognized college or university with a Master's =
degree in the natural sciences is preferred and must be supplemented =
with at least four years of experience as a natural resource =
professional and two years of supervisory experience. A Doctorate =
degree may be substituted for two years of the required professional =
experience. The applicant must be able to successfully show through =
work history that he/she has effectively managed professional staff and =
budgets and worked effectively with legislators and other government =
and private agencies. Experience with grant procurement, land =
acquisition, and administration is preferred. The applicant must have =
training and experience in both science and administration. The =
applicant should supply a minimum of three references with complete =
addresses and phone numbers with his/her application materials and at =
least one writing sample.
This position requires excellent language skills, both written and =
oral; and excellent negotiation skills. Travel and working beyond =
normal working hours are standard for this position.
SALARY RANGE: $43,080-$63,288 annually. Depending upon the extent and =
quality of experience, the Commission has the option of hiring above =
the base salary.
