A.  GENERAL DEVELOPMENT NEWS

BUILDING THE INFORMATION COMMUNITY IN AFRICA (BICA)

The BICA conference will be held from 22-25 February 1999 at the CSIR
Conference Centre in Pretoria, South Africa. The theme of the
conference will be "Building an Enabling Environment for Telecentres
in Africa - A Dialogue to Strengthen the African Information Society".

BICA '99 is a conference to bring together the experiences of
telecentre practitioners and to assist the development of telecentres
through sustainable partnerships in Africa. The conference will
provide an opportunity to hear what is happening on the ground, to
consolidate initiatives and to take them forward. The conference will
also be a regional feeder event for Global Knowledge II, the Global
Knowledge Partnership conference to be held late in 1999

The emphasis of BICA 99 will be on implementation. Building on the
successful outcomes of related conferences, it will aim to bring
together experts and practitioners in a conference environment, to be
the catalyst for innovative private and public sector partnerships
that deliver the information community's goals, to be a forum for
co-ordinating the fast growing range of policies and strategies now
launching the information community's contribution to the African
Renaissance and to develop an action plan for building an equitable
and sustainable information community in Africa.

The BICA conference will be of real value to telecentre practitioners
and managers, Government officials and agencies, civil society, the
private sector, donor community and national and international
development and donor agencies.

Located in the grounds of the CSIR, the conference centre has easy
access to Johannesburg international airport and the motor way
network. It is well equipped with audiovisual and multimedia
presentation facilities and online facilities will be available to
participants. Accommodation at conference rates will be available in
selected Pretoria hotels. Coach transfers are included in the
conference fees.

PROGRAMME FOR DEVELOPMENT RESEARCH (PRODDER) / HSRC

David Barnard and Yzette Terreblanche, 1998.  PRODDER: The South
African Development Directory 1998/9.  472 pages.  R200,00.

On 1 December 1998 the Programme for Development Research (PRODDER) at
the Human Sciences Research Council (HSRC) will be launching the new
edition of its annual development directory which focuses on South
African development organisations. The objective of this publication
is to support the South African development process with a
comprehensive overview of the activities of the country's development
roleplayers.

This directory consists of background chapters and a listing of
development-related organisations involved in the South African
development process. The 2514 organisations covered by this
publication include national and provincial government departments,
parastatals, research institutions, diplomatic representation, CSI
programmes, NGOs, research institutions, development corporations and
international funding agencies. 

The largest number of listed organisations are NGOs (1612 entries).

Information covered on each organisation include the following:

Name and acronym, contact detail (postal and street address /
telephone / fax / e-mail / WWW), contact address of regional offices,
contact people, mission statement and an overview of main development
activities.

The Directory is divided into 9 provincial chapters and all entries
have been indexed according to a comprehensive list of 62
development-related keywords. Additional chapters focus on national
government ministries, provincial governments, and international
organisations and diplomatic representation in South Africa. 

A GIS dimension to this publication will enable all end-users to have
a better understanding of the spatial distribution of South African
development organisations and the issues they are addressing.

The publication includes foreword contributions by David Barnard and
Yzette Terreblanche, the editors of the publication, Geraldine
Fraser-Moleketi, Minister of Welfare and Population Development, Rev
Njongonkulu Ndungane, Archbishop of Cape Town, Michael Laidler,
Ambassador of the Delegation of the European Commission in South
Africa, Humphrey Khosa, President of the South African Chamber of
Business (SACOB), Cyril Ramaphosa, Deputy Chairperson of New Africa
Investment Limited (NAIL), Rams Ramashia, Chairperson of the South
African National NGO Coalition (SANGOCO) and Mokhethi Moshoeshoe,
Executive Director of the Southern African Grantmakers' Association
(SAGA).

This project was implemented in conjunction with the South African
National NGO Coalition (SANGOCO). 

Through this publication, as with every other PRODDER Directory in the
past, it is PRODDER's objective to give the South African development
sector and its roleplayers the necessary local and international
exposure needed to enhance the development effort in the country.

Since 1987 PRODDER has published seven development directories
covering South/Southern African development roleplayers, the previous
being the edition published in November 1997.
