a.. STA Fellowship Programme
(Postdoctoral Fellowships in Japanese National Laboratories)
Department of Science & Technology (DST), a Responsible Organisation =
(RO) of India for STA Fellowship Programme 2000 of Science & Technology =
Agency (STA) of Japan, invites applications from promising and qualified =
Indian researchers for Postdoctoral Fellowships to conduct research at =
Japan's national laboratories and public research corporations =
(excluding universities and university-affiliated institutes). List of =
such host institutes along with full address and contact numbers is =
provided with the application materials.
There are 8 long-term (6 months to 2 years) fellowships and 8 short-term =
(1-3 months) fellowships to be nominated by DST. The date of =
commencement of fellowship should be between October 1, 2000 and March =
31, 2001. The exact duration, dates and topic/ field of research should =
be decided upon through negotiation between the candidate and the host =
institute
Fields of Research : All fields of Science & Technology, except social =
sciences, humanities.
Eligibility Requirements: The applicant should: (a) be an Indian citizen =
holding a Ph.D. degree and be affiliated to any university or research =
organisation/ institute or industry conducting research in India, but =
not from a military establishment; (b) be under 35 years of age for =
long-term fellowship and Ph.D. should have been received within last six =
years (no such limit for short-term fellowship); (c) be of sufficient =
good health to pursue research activities in Japan; and (d) have =
sufficient language ability to pursue research activities in Japan, =
Japanese language ability is preferable, but English is sufficient in =
most cases.
Fellowship Awards: Japan Science and Technology Corporation (JST) =
provides fellows with the following support :
(i) For Long-Term Fellows: (a) A round-trip air line tickets (economy =
class; not available for dependants) (b) A Monthly Living allowance : =
Yen 270,000; (c) Family allowance at a flat rate of Yen 50,000 a month =
if Fellows are accompanied by one or more dependants during their =
tenure; (d) An initial international settling-in allowance of upto Yen =
200,000; (e) An annual allowance of up to Yen 115,000 for travel within =
Japan related to research activities; (f) Accommodation as per JST =
norms; and (g) Medical insurance (N.B. not available for dependants).
(ii) For Short-Term Fellows: A round-trip airline ticket (economy class; =
not available for dependants); (b) Yen 15,000 Per Diem for the Duration =
of the Fellowship to cover living expenses, initial moving costs, =
research related travelling within Japan and Housing costs; and (c) =
Medical insurance (N.B. not available for dependants).=20

a.. 50 ILTP Fellowships for Russian scientists=20
Nominations are invited from Indian academic and R&D organisations for =
affiliation of 50 young Russian scientists (between 35-45 years old) in =
their respective institutes for a period ranging between 4 months to 1 =
year. As a part of the ILTP Fellowship, the Russian scientists will be =
provided fellowship amount of Rs 12,000/- per month and airfare by =
economy class from Moscow to place of work in India. The host institute =
is required to organise focussed work plan and fully furnished =
accommodation.
The format for nomination could be obtained by requesting to =

submitted to Shri YP Kumar, Adviser (ILTP), Department of Science & =

a.. JSPS Postdoctoral Fellowship for Foreign Researchers =
Programme-2000=20
Department of Science & Technology (DST), a Responsible Organisation =
(RO) of India for JSPS Postdoctoral Fellowship for Foreign Researchers =
Programme-2000 of Japan Society for the Promotion of Science (JSPS), =
invites applications from promising and qualified Indian researchers for =
Postdoctoral Fellowships to conduct research at Japanese Universities, =
Inter-University Research Institutes and scientific research =
corporations under the jurisdiction of the Ministry of Education, =
Science, Sports and Culture (Monbusho). There are 5 fellowships to be =
nominated by DST.
Fields of Research: (a) Astronomy & Astrophysics; (b) Manufacturing =
Sciences; (c) Modern Biology & Biotechnology; (d) Molecular Structure, =
Spectroscopy and Dynamics, including Supramolecular Science; (e) New =
Materials including Polymers and Nano-materials; and (f) Surface and =
Interface Sciences including Catalysis.
Eligibility requirements: The Applicant should :
(a) be a citizen of India; (b) be an affiliate of a recognised =
scientific institution in India (Researchers like CSIR/ UGC JRFs, SRFs =
and RAs or similar positions may also apply); (c) hold a doctorate =
degree when the fellowship goes into effect, which must have been =
received within six years prior to April 1, 2000; (d) have finalised the =
plan of research work to be conducted during the fellowship tenure with =
the host institution and should be able to attach their consent; and (e) =
be able to forward the application through proper channel of the parent =
institution.
Duration And Commencement Of Fellowship: Fellowships are awarded for a =
period of 12 to 24 months. Each Fellowship must begin between October 1, =
2000 and December 31, 2000.
Terms of Award: JSPS provides each Fellow with the following financial =
support : (a) Round-trip air ticket for the Fellow only; (b) Monthly =
stipend of Yen 270,000; (c) Settling-in allowance of Yen 200,000; (d) =
Domestic research travelling allowance of Yen 58,500 per year; (e) =
Monthly housing subsidy not exceeding Yen 72,000; (f) A monthly family =
allowance if accompanied by dependants; and (g) Accident and sickness =
insurance coverage for the Fellow only.=20

INDIA-UK SCIENCE & TECHNOLOGY RESEARCH FUND: CALL FOR JOINT RESEARCH =
PROPOSALS=20
(Last date for submission of proposal extended till 30th April 2000)
As a Continuing Programme, the Department of Science & Technology (DST) =
of the Government of India and the Office of Science & Technology (OST) =
of the British Government jointly invite applications from =
Scientists/Engineers from the university sector, their affiliated =
colleges, deemed universities, autonomous research institutions and =
industrial R&D units for financial support under the UK-India Science & =
Technology Research Fund (UISTRF) to jointly develop and implement R&D =
projects in pre-determined areas of mutual interest. The following areas =
have been identified for continue support during 2000-2002:
* Agro-food and Biotechnology
* Advanced Manufacturing System, including Materials Research
* Telecommunications, including Information Technology
2. While considering proposals, particular importance will be attached =
to scientific merits, value for money and likely long-term industrial =
relevance. Preference will be given to projects with clear industrial =
relevance or identifiable industrial potential. The participation will =
be taken automatically as evidence of such relevance. The proposals are =
required to have the signatures of both Indian and British =
collaborators, and should have the necessary support from the respective =
Heads of the Institutions.
3. Financial support will be limited to international travel. While the =
sending country would meet the international travel cost, the receiving =
side would provide local hospitality expenses and other related costs. =
Funding for equipment, bench fee, institutional overheads will not be =
provided under this Programme. A token money may, however, be provided =
to meet the expenses towards consumables, as well as a limited amount =
for internal travel expenses for the scientists visiting from other =
country.

a.. INFORMATION ABOUT VISITING FELLOWSHIPS IN CANADIAN GOVERNMENT =
LABORATORIES=20
The Department of Science and Technology has received information =
regarding visiting fellowships in Canadian government laboratories. The =
programme on "Visiting Fellowships in Canadian government =
laboratories-2000" is administered by the Natural Sciences and =
Engineering Research Council of Canada (NSERC). It is intended for =
recent doctoral graduates who have obtained their degree within the last =
five years. There are no restrictions on the nationality of applicants. =
NSERC reviews applications and places successful candidates on an =
inventory of approved candidates from which the participating Canadian =
government departments can select individuals and offer them the =
fellowship. The offer of fellowship comes from the Canadian government =
departments and not from the NSERC.=20

Under this programme Canada offers a scholarship/fellowship of Canadian =
$ 36,785 per annum to cover boarding, lodging and academic expenses. In =
addition Canada also provides air-fare to the selected candidates, their =
spouses and children. The applications are considered all through the =
year and scholarships/fellowships are approved from time to time by =
different institutes. The initial scholarship is for one year and it can =
be extended up to three years.

a.. FAST TRACK PROPOSALS FOR YOUNG SCIENTISTS (2000-2001)=20
The Department of Science & Technology, Science and Engineering Research =
Council (SERC), in order to provide quick research support to young =
scientists below the age of 35 years, has introduced a new fast track =
mechanism. Scientists will be encouraged, under the scheme, to pursue =
research of high standard in frontier areas of science and engineering, =
subject to peer review. Funding under this programme will be limited to =
a sum up to Rs. 10 lakhs, which will include recurring costs =
(Fellowship, consumables, travel and contingency) and equipment (less =
than Rs. 5.00 Lakhs). Scientists, if not holding regular positions, can =
draw a fellowship of Rs. 15000/- per month. The support will be provided =
for a period not exceeding three years.
Eligibility: Candidates should possess Ph.D. in science/engineering or =
Masters in engineering/technology or MD in medicine or equivalent. The =
scheme is open to young scientists who are below 35 years as on December =
31, 2000.

2. While considering proposals, particular importance =

attached to scientific merits, value for money and likely long-term =
industrial=20
relevance. Preference will be given to projects with clear industrial =
relevance=20
or identifiable industrial potential. The participation will be taken=20
automatically as evidence of such relevance. The proposals are required =
to have=20
the signatures of both Indian and British collaborators, and should have =
the=20
necessary support from the respective Heads of the Institutions.
3. Financial support will be limited to international =
travel.=20
While the sending country would meet the international travel cost, the=20
receiving side would provide local hospitality expenses and other =
related costs.=20
Funding for equipment, bench fee, institutional overheads will not be =
provided=20
under this Programme. A token money may, however, be provided to meet =
the=20
expenses towards consumables, as well as a limited amount for internal =
travel=20
expenses for the scientists visiting from other country.

information regarding visiting fellowships in Canadian government =

The programme on "Visiting =
Fellowships=20
in Canadian government laboratories-2000" =
is=20
administered by the Natural Sciences and Engineering Research Council of =
Canada=20
(NSERC). It is intended for =
recent=20
doctoral graduates who have obtained their degree within the last five=20
years. There are no restrictions on the =
nationality=20
of applicants. NSERC reviews applications and places successful =
candidates on an=20
inventory of approved candidates from which the participating Canadian=20
government departments can select individuals and offer them the =
fellowship. The=20
offer of fellowship comes from the Canadian government departments and =
not from=20
the NSERC.

Under this programme Canada offers a =
scholarship/fellowship of=20
Canadian $ 36,785 per annum to cover boarding, lodging and academic =

addition Canada also provides air-fare to the selected candidates, their =

years, has introduced a new fast track =
mechanism.=20
Scientists will be encouraged, under the scheme, to pursue research of =
high=20
standard in frontier areas of science and engineering, subject to peer =
review.=20
Funding under this programme will be limited to a sum up to Rs. 10 =
lakhs, which=20
will include recurring costs (Fellowship, consumables, travel and =
contingency)=20
and equipment (less than Rs. 5.00 Lakhs). Scientists, if not holding =
regular=20
positions, can draw a fellowship of Rs. 15000/- per month. The support =
will be=20
provided for a period not exceeding three years.

possess Ph.D. in science/engineering or Masters in =
engineering/technology or MD=20
in medicine or equivalent. The scheme is open to young scientists who =
