2003 Transmission & Distribution Conference and Exposition September

PES Governing Board Meeting Highlights
     The IEEE PES Governing Board met on Thursday, January 30, 2003 in
conjunction with the Joint Technical Committee Meetings in Las Vegas,

IEEE Potentials Seeks Articles
     More than 50,000 IEEE student members in the US and Canada receive
IEEE Potentials Magazine as a part of their membership. You can reach
them by contributing an article geared to students.

IEEE Standards Association honorees sought
IEEE-SA Requests Nominations for Two Awards by May 15, 2003
     The IEEE-SA 2003 Corporate Award is presented to an IEEE-SA member
organization for providing outstanding leadership and contributions to
the IEEE-SA. The IEEE-SA 2003 International Award is given to an IEEE-SA
individual member who has made extraordinary contributions to the
advancement of the international goals of the IEEE-SA.

New PES Senior Members
     At its 18 January 2003 meeting in Red Bank, NJ USA, the IEEE
Admissions and Advancement Committee recommended the elevation of a
number of PES members to the grade of Senior Member. Their names and
Sections may be found on the PES web site.

REMINDERS
Nominate a worthy candidate
PES Officer Elections
     Later this year, PES will hold elections for the offices of
President-elect, Secretary and Treasurer for 2004-2005. Voting members of
the Society may, by petition, may propose names to be added to the ballot
for these offices. Nominating petitions for qualified candidates must be
received at the PES Executive Office by 13 June 2003. Details for this
procedure and qualifications for proposed candidates may be found in the
PES Bylaws.

 *  The Emerging Technology Coordinating Committee will test a new
    technical session format at the PES General Meeting to be held 13-17
    July 2003 in Toronto, Ontario, Canada. The objective of the new
    format is to endeavor to bring new and emerging technology to the
    attention of the power engineering community in a rapid and less
    formal fashion. No formal paper is required for the session.
    Typically, the ETCC would be looking for presentations with an
    emphasis on new technology or a new direction for an existing
    technology, rather than embellishments of or extensions to existing
    technologies.

Seeking outstanding PES members
Nominations for Fellow Grade Candidates
     The IEEE grade of Fellow is conferred upon a person of ?outstanding
and extraordinary qualifications in IEEE designated fields, and who has
made important individual contributions to one or more of these fields.?
Certainly, a number of our PES colleagues are qualified. 
     The IEEE Fellow Grade Nomination Form must be submitted it to the
IEEE Fellow Committee by 15 March. The details of the nomination,
submittal and the evaluation procedures may be found on the IEEE Awards
web site.

IEEE's highest grade conferred for notable achievements
Twenty-Three PES Members Elected IEEE Fellows
     Congratulations to the PES members who were elected to the grade of
Fellow as of 1 January 2003. These members have distinguished themselves
in research, education, or engineering aspects of their particular
disciplines.  In accordance with IEEE Bylaws, election to this grade is
limited to 0.1% of higher grade membership in any year.

PES Member Digital Library
PES Transactions: New Options and Bonuses for 2003
     As a direct result of member requests for electronic access to IEEE
PES information, the society has developed the IEEE Power Engineering
Society Digital Library (PES DL) which allows members on-line electronic
access through IEEE Xplore to the full text of every article in IEEE
Transactions on Energy Conversion, IEEE Transactions on Power Delivery
and IEEE Transactions on Power Systems since 1988.

    three PES transactions including all past issues back to 1988 in
