World Wildlife Fund Position Description

Position Title:         Government Liaison (Senior Program Officer)
Reports to:             Director, Government Relations
Supervises:             N/A
Grade:                  10
Date:                   October 22, 1999

I. Major Function: As a part of the Government Relations team, develop
and implement strategies especially designed to obtain funding to
support WWF's mission and goals.

II. Major Duties and Responsibilities:

Advocacy/External Communications:

1. Promote WWF's programs/projects and influence relevant policy
decisions and reforms at the Global Environment Facility (GEF) and its
implementing agencies -- World Bank, United Nations Development
Program (UNDP) and Environment Program (UNEP) -- and other
U.S.-based multilateral aid agencies including regional development
banks. 

2. On behalf of WWF program staff, facilitate contact with, and
coordinate and shepherd WWF funding proposals through, the
aforementioned and similar institutions.  Develop successful, model
proposal strategies for WWF's priority program and projects.

3. Assist Government Relations team in developing and implementing
strategy to increase U.S. contribution to the GEF and other government
aid agencies (GAA) that receive federal funds.  

Internal Communications and Training

4. Interact and communicate routinely with WWF program and Contract
Services staff at headquarters, country and project offices, and WWF
International's Macroeconomics Policy Office (MPO), Government Aid
Agency unit, and the GEF core group.  

5. Conduct training workshops on GEF and GAA grant application
processes for headquarters and field staff.

6. Encourage program staff to submit grant proposals, follow-up after
training sessions and trouble shoot problems with proposals. 

7. Provide WWF program staff with timely information on environmental
policy direction and priorities of the GEF, its implementing agencies
and other multilateral aid agencies and regional development banks.  

Research/Information Gathering:

8. In coordination with the Director, obtain information for program
staff on the status of GEF/GAA proposals, policy decisions and reforms,
personnel and other relevant information.

Budgeting:

9.   Assist the Director with data collection and analysis for budget
preparation; also assist in monitoring and analyzing budget statements
for the Department.  

III. Supervisory Responsibility: Indirectly supervises support staff
member and department interns.

IV. Working Relationships:

1. Internal:  Daily contact with Government Relations team and program
staff at headquarters and in the field; frequent coordination with
Contract Services and WWF-International's GAA unit and MPO staffs. 

2. External:  Frequent contact with GEF, its implementing agencies and
other multilateral aid agencies, and regional development bank staff;
limited interaction with congressional and administration officials,
other environmental organizations, and the media.

V. Minimum Work Requirements:

1. Knowledge: A Master's Degree is required.  Close familiarity with the
Global Environment Facility and one or more of its implementing agencies
-- World Bank, UNDP, UNEP -- is essential.  

2. Experience: At least five years of experience in international
conservation and sustainable development work is required.  

3. Skills and abilities: Ability to plan and manage projects; the
ability to write clearly, concisely, and quickly in different styles and
formats; ability to verbally communicate clearly and concisely, and the
ability to work cooperatively with others in the performance of tasks. 
Strong advocacy skills are required.  Foreign language (especially
French, Spanish, or Portuguese) and training skills are preferable.
