POSITION:	Energy Technology Customer Specialist, GS-301-11/12
		More than one position may be filled from this announcement.

SALARY:	GS-11 - $43,378 per annum
		GS-12 - $51,989 per annum

PROMOTION POTENTIAL:  GS-12.  Promotion to the full performance level is
contingent upon the applicant meeting performance and qualification
requirements.

ORGANIZATION:  Boston Regional Office	DUTY STATION:  Boston, MA

GENERAL INFORMATION:  Applicant selected will be required to complete a
1-year probationary period.  Periods of frequent travel may be required.
Payment of moving expenses is not authorized.

DUTIES AND RESPONSIBILITIES:  At the full performance level, the incumbent
serves as a program manager or program specialist for one or more energy
efficiency and renewable energy grant programs, and/or for regional energy
efficiency and renewable energy technology deployment programs.  Typical
duties at the full performance level include:  managing program execution,
including planning operational details, scheduling events, managing
resources, problem solving, monitoring outcomes, and reporting on program
status and performance; serving as the channel for communicating information
between program managers at DOE headquarters and program customers in the
region; working with industrial and commercial groups, utilities, trade
associations, other Federal agencies, interstate/state/regional/local
governments, nonprofit organizations and institutions, small businesses, and
individuals to achieve energy efficiency and renewable energy goals and
objectives;  obtaining and managing resources within areas of
responsibility, including participation in the budget process and handling
of acquisitions and financial assistance awards; and monitoring progress and
performance of financial assistance awards.

QUALIFICATION REQUIREMENTS:  Applicants must possess certain minimum
qualifications to receive consideration.  These minimum requirements are
outlined in the U.S. Office of Personnel Management operating manual
"Qualification Standards for General Schedule Positions", for the GS-301
series.  The length and type of experience necessary to meet the minimum
requirements for this position are:

GS-11:  1-year of specialized experience equivalent to the GS-9 level in the
Federal service
GS-12:  1-year of specialized experience equivalent to the GS-11 level in
the Federal service

Specialized experience:  Experience that equipped the applicant with the
particular knowledge, skills, and abilities to perform successfully the
duties of the position, and that is typically in or related to the work of
the position.  To be creditable, experience must have included experience in
one or more of the following areas:  1) experience working with and/or
marketing energy efficiency or renewable energy technologies in any
capacity;  2) administration of energy efficiency or renewable energy
related grant programs;
3) administration and/or project work on one or more energy efficiency or
renewable energy programs;
4) experience working with at least two of the following for purposes of
implementing an energy efficiency, renewable energy, or other energy-related
program: state and/or local legislative and executive officials; non-profit
organizations and institutions; utilities; the business community; or other
private sector entities;
5) energy efficiency- or renewable energy-related work as a physical
scientist or engineer.

BASIS OF EVALUATION:  Candidates who meet the qualification requirements
described above will be further evaluated according to the degree to which
they possess the knowledge, skills, and abilities described in the following
factors:

1.  Knowledge of energy efficiency and renewable energy programs and
technologies.  DOUBLE WEIGHT

2.  Knowledge of program and/or project planning, implementation, and
evaluation.  DOUBLE WEIGHT

3.  Ability to implement new approaches to assist Federal, state, and local
governments, as well as private businesses and non-profit organizations, in
adopting energy efficiency and renewable energy technologies.

4.  Knowledge of Federal procurement and financial assistance regulations,
requirements, and laws

5.  Skill in oral and written communication, including public speaking and
strong interpersonal skills, and the ability to effectively interact with a
variety of individuals and the general public.

6.  Ability to use word processing, spreadsheet, database, and electronic
mail/communications software programs and applications.

It is recommended that candidates address these factors in a narrative
statement of approximately 2-3 pages in length.
