*************************************************************************

1. SMEs and Electronic Commerce Research Site

This site is part of the "Electronic Commerce and Sustainable Development in
the Americas" project developed by universities in New Brunswick (Canada)
and Mexico. Its objective is the development of a useful knowledge base on
current practices and issues regarding SMEs and Electronic Commerce.
Excellent annotated links.

2. Center for Research in Electronic Commerce

The CREC, at the University of Texas at Austin, is one of the leading
research institution in Electronic Commerce and the Digital Economy.
Interesting site although some sections are available only for registered
students. I particularly liked the section on Internet economic indicators.

3. World Economic Forum

The World Economic Forum describes itself as an independent and impartial
international organization committed to improving the state of the world. It
is supposed to create the foremost global partnership of business,
political, intellectual and other leaders of civil society to define and
discuss the key issues on the global agenda. Despite the information
provided (do not miss the 1999 Global Competitiveness Report) the site is
still somewhat representative of the "behind closed doors" atmosphere which
surrounds the Davos annual meetings. However, this might be changing as the
newer sections on the regional meetings appear to be more "opened"

4. G8 Information Centre

The G8 Research Group from the University of Toronto has been created to
serve as the world?s leading independent source of information, analysis,
and research on the institutions, issues and members of the G8 Summit. Very
rich site which includes, analytical studies, Summits documents, news, etc.
Hopefully the recently announced future restructuration will make it easier
to navigate within the site .

5. Consulting Assistance on Economic Reform (CAER)

The Consulting Assistance on Economic Reform (CAER) II project endeavors to
enhance USAID's capacity to assist developing nations introduce and maintain
appropriate economic policies at the macro, sectoral, and project levels. Do

employment and other socio-economic challenges of the early years of the
twenty-first century. The site provides access to the working and reference
documents, the final report as well as the final conclusions and
recommendations.

7. Entrepreneurship Education

A very refreshing and interesting site on Entrepreneurship Education. No
frills attached but innovative and full of potential for further growth. I
particularly liked the section on "why entrepreneurship education". Do not
miss either the section on teaching materials.

8. About.com Guide on Votech Education

The About.com Guide on Votech Education provides you with everything you
will ever want to know about vocational education from netlinks to
newletters, spotlight articles and chat rooms. However, despite the wide
coverage and richness of the site, I must say that I had problems keeping my
focus, probably as a result of the now very common marketing sidelines of a
thematic portal, from beauty supplies to holiday gifts and teen freebies.

9. Import - Export Portal

This meta-index provides links to import-export tutorials, trade sites and
directories, mport-export aids, etc. I particularly liked their worlwide
list of business directories and trade boards.

10. Emerging Markets Directory

The Emerging Markets Directory from GlobeScape Tectonics? provides selected
links related to the emerging markets of Asia, Latin America, Europe,
Africa, and the Middle East. Very good attempt to provide a global

American companies and individuals with access to federal R&D to better
enable them to compete in the international marketplace. The Center provides
technology transfer support via access to research and development,
technology assessment services; product testing and prototyping and
professional training and development. Interesting site although not easy to
navigate.

13. Free Management Library

The overall goal of this virtual library is to provide basic, how-to
management information to managers -- particularly those with very limited
resources. The focus of the library is on free, on-line management resources
which are relevant to both for-profit and nonprofit organizations. The term
"management" includes the activities necessary to plan, organize, lead and
coordinate activities in an organization. Exceptional resource , very well
organized and fast loading. Includes an extensive, very useful index.

14. Ernst & Young Center for Business Innovation

The Ernst & Young Center for Business Innovation describes itself as a
source of new knowledge, insights, and frameworks for management and indeed
this applied research center appears to be at the leading edge of innovative
thinking on the new economy. Excellent site. Do not miss the publications
list and the journal "perspectives on business innovation" and more
particularly the current issue on electronic commerce.

15. The Economist

Even though you need to subscribe to get access to all the information, this
on-line version of the Economist provides enough free content to make it
compulsory reading.

16. European Union Internet Ressources

>From the Library of the University of California at Berkeley, this
compendium of Internet Resources related to the European Union (EU) leads to
EU institutions, EU documents on the web, EU documentation centers, etc. An
amazing site, very well structured.

other aspects of Japan and provides answers to practically all your
questions about the country. An amazing site.

20. J Guide

The J Guide, as an ongoing project of the Stanford University US-Japan
Technology Management Center, is a meta guide of Internet resources on
Japan. The Business and Economy section includes more than 150 links. I also
liked the "Reference" and "Search Engines and Guides" sections.Excellent
site which is an essential starting point for finding information on Japan.

21. Japan External Trade Organization

The Japan External Trade Organization (JETRO) offers wide-ranging support
for importing in Japan and operates Business Support Centers (BSCs) in major
cities to provide, on a free and temporary basis, office space and other
support, including consultants to advise on how to enter the Japanese
market. Very interesting and useful site. Do not miss the Japanase Market
Reports and in the Research section the state of the Japanese economy and
the white papers on international trade and foreign investment.

22. La Guia Nueva

This guide, Internet Resources for Latin America: La Guia Nueva, provides
access to many sites with brief descriptions of the content and quality of
the information. It is also a guide to electronic mail lists, newsgroups,
databases and reference tools, online news, organizations, and general
resources. An excellent guide which can also be printed.

The Inter-American Development bank (IDB) and the Multilateral Investment
Fund (MIF)have launched the SME Forum as part of the Regional Management
Training Project, and as an interactive site for the exchange of information
on the small- and medium-enterprise sector in Latin America. I particularly
liked the Conference, Case Studies and Links sections.

24. Young Americas Business Network

Created by the OAS, the main value added of this web site is the "Internet
Directory of Resources for Micro, Small, and Medium-sized Enterprises In the
Americas and the Caribbean". In addition, the web site provides valuable
links to entrepreneurial resources and also includes a dowloadable
Enterprise Education Manual.

25. Global Trade Negotiation Home Page

This site, maintained by Harvard University's Center for International
Development, provides a centralized information resource on global trade
negotiations, with a particular focus on the WTO Third Ministerial
Conference and subsequent trade negotiations. An excellent site. One of its
key features is the ability to access information either by actor or by
issue.

26. WBI International Trade and Development

Part of the World Bank Institute (WBI), this website has been created as a
research, training and outreach tool for people interested in trade policy
and developing countries. Particular emphasis is placed on the new trade
agenda associated with the present round of WTO negotiations. Of particular
interest are the WTO 2000 Capacity Building Project Background Papers.

27. WTO Watch

WTOWatch, the global information center on the WTO, trade, and sustainable
development, has been set up by the Institute for Agriculture and Trade
Policy (IATP), a nonprofit research and education organization whose mission
is to create environmentally and economically sustainable communities and
regions through sound agriculture and trade policy. Very interesting site,
presenting mostly the views of the opponents to the WTO, while attempting to
remain objective when describing the various issues at hand.

28. Economic Commission for Africa (ECA)

Based in Addis Ababa, Ethiopia, ECA is the regional arm of the United
Nations, mandated to support the economic and social development of its 53
member States, foster regional integration, and promote international
cooperation for Africa?s development. Very good site although somewhat slow
in loading. Do not miss the case study on Microfinance, the section on women
and economic development, and most of all the section on regional
integration.

29. Woyaa! Africa Search

Trying to emulate Yahoo!, Woyaa! is a directory of Africa related Internet
resources set up by a London based private company providing web site
hosting and other services such as web design and e-commerce training. The
business section contains around 400 entries. Interesting and useful but
limited at this stage.

30. Centre for the Study of African Economies

The Centre for the Study of African Economies (CSAE) at Oxford University is
one of the largest concentrations of academic economists and social
scientists working on Africa outside the continent itself. It produces the
Journal of African Economies as well as its Working Paper Series.

31. The Economic Times

The on-line version of one of the best business newspaper in India. Do not
miss the excellent Business Guide for India.

32. India WWW Virtual Library

This site is part of the WWW Virtual Library on South Asian Studies and
provides links to India information, including sections on business and the
economy. Very good and rich site although its organization could be better.
The sections on States and Cities are very rich.

33. Entrepreneurship Development Institute of India

The Entrepreneurship Development Institute of India (EDI), a wholly
autonomous and not-for-profit institution, has been spearheading
entrepreneurship movement in India with the belief that entrepreneurs need
not necessarily be born; they can be developed through well conceived and
well directed activities. An interesting and well known concept, although
unfortunately the EDI website does not provide much value added information.

34. India Resources

A site providing general type of information on India. Its best part is the
section on Indian mega sites.

miss the economic review magazine and the business links in the links
section.

37. Russia Today

coverage of daily news. Best sections are Country Info and Business News.
Very good site providing extensive information but unfortunately suffering
from slow loading (likely due to heavy banner advertising)

38. Comercio Electronico Global

This is the Spanish SME Homepage and Contribution to the G8 Pilot project
Theme 10 "A Global Marketplace for SMEs" for promoting the Information
Society. The best part of the website is the documentation section

on Electronic Commerce. An outstanding section within an otherwise rather
average site

39. Netherlands Foreign Investment Agency

The Netherlands Foreign Investment Agency (NFIA) is a division of the Dutch
Ministry of Economic Affairs which has been setup to facilitate American
companies' direct investments in the Netherlands. It provides information
and practical assistance free of charge to potential investors. A clear,
very well designed informative site. However their investment news
publication section appears to be falling behind (1998).

40. Millenium Bug Countdown

This Tech Report from USAToday presents the latest Y2K news. The site is
aimed at the general public and presents a good coverage of the situation.
Do not miss the Y2K progress reports, particularly the one devoted to
businesses.

41. International Y2K Cooperation Center

The IY2KCC was created under the auspices of the United Nations, with
funding from the World Bank, to promote increased strategic cooperation and
action among governments, peoples, and the private sector to minimize
adverse Y2K effects on the global society and economy. Excellent site
providing country Y2K readiness surveys as well as a Global Status Watch for
use by national governments to report their situation to the public keeping
them informed about events around the world during and after the date
change.

business with them.

43. AfriBourse

This site is, in an indirect way, the site of the regional stock market (
Bourse R‚gionale des Valeurs MobiliŠres) (BRVM) in Abidjan. Very limited at
this stage, and somewhat representative of the present limited activities of
this new financial center in West Africa.

44. CNET.com - Y2K

One of the best sites for watching on-line the status of the eventual
implications of the Y2K Bug when crossing the new millennium.
