                 IMPULSE CONFERENCE IN BERLIN, JUNE 8-10, 2001



Support for the initiative to establish an Agency for Renewable Energies
within the framework of the United Nations (UN) organisation 

We are seeking broad support in as many countries as possible to
establish an International Agency for Renewable Energies (IRENA) in the
framework of the UN. We are also asking for direct support worldwide from
governments, environmental NGOs and the general public.

To pave the way for this new Agency an International Impulse Conference,
in which supporters of this initiative can participate, will be held from
June 8-10th, 2001 in Berlin. The programme and the memorandum of the
conference are attached. As seen from the Conference agenda, many
distinguished speakers, among them leading politicians, governmental
officials, researchers and organisers will give presentations. 

The main objective of the Conference in Berlin is to stress that an
international body directly promoting the use and dissemination of
renewable energy sources does not exist within the UN. During the Climate
Conference in Rio de Janeiro in 1992 the initiative was taken to create
such an international body, but it was given up due to the opposition
from the United States and some other countries. 

Since 1957 the International Atomic Energy Agency (IAEA), based in Vienna
has been running. The purpose of the Agency was to “increase the
contribution of the atomic energy for peace, health and prosperity
worldwide”. The Agency operates a number of research laboratories
in Austria and Italy. 

Due to many changes in society in general, and in particular in the field
of energy, there are today only a few countries in the world that still
have official plans to construct new nuclear power plants. This clearly
shows that nuclear power has lost its legitimacy. In contrast, the
interest for and the use of renewable energy sources all over the globe
have increased enormously.

The Folkecenter for Renewable Energy is honoured to be among the
organisers of this Conference, as since 1975, Denmark is a pioneering
country in the field of renewable energy sources. We have been involved
in various renewable energy activities worldwide for nearly three decades
now (see: www.folkecenter.dk). 

The official organiser of the Berlin Conference is EUROSOLAR (European
Association for Renewable Energies). During the Conference, which is to
take place in the Messe Berlin, there will also be a large exhibition of
renewable energy equipment and technology. For further information please

Berlin is, anyway worthwhile to visit. It is a metropolis of solar
energy, with many new governmental buildings extensively using solar
architecture.
